Yes to both. It works on hair short enough for the rod to wrap around, and on very long hair too — for extra length or thickness, using more rods gives the best result.
Do I use it on wet or dry hair?
Damp hair gives the best curl definition. If you're wearing the rods overnight or for a nap, slightly-dry-but-not-fully-dry hair is more comfortable to sleep in.
How many times can I reuse the rods?
